The North 5th Street Pier and Park exists because of a private trade-off that reshaped the local waterfront. In two thousand six, the city rezoned a large portion of the Greenpoint and Williamsburg shoreline to allow for high-density residential development. As a condition of this agreement, a private developer was required to build and maintain these public piers and the surrounding parkland in exchange for permission to construct a massive forty-story rental tower nearby.
