The Musée de la Sculpture en Plein Air exists because of a cancelled urban development plan. In the late nineteen seventies, the city intended to construct a high-speed expressway along this section of the Seine. When the project was abandoned, officials transformed the space into the Tino Rossi Garden, creating a permanent home for contemporary sculpture along the riverbank.
