The National Police Memorial occupies a site that serves a surprising double purpose. Beneath the somber black granite structure, you are standing directly over an active ventilation shaft for the London Underground Bakerloo line. Because this subterranean infrastructure could not be moved, architects Norman Foster and Per Arnoldi integrated the shaft into the memorial's design, turning a piece of city utility into a permanent place of remembrance.
