The Cité Leroy began in eighteen sixty-nine as a humble, private lane created by a local gravel merchant named Michel Leroy. He developed the narrow strip of land during the construction of the nearby Rue des Pyrénées, initially providing his own small house and a simple well for the few residents who moved into the area. Life here was once quite difficult, as the site originally relied on an inadequate cesspool that forced neighbors to petition the city in eighteen eighty-four to demand proper sewage connections to resolve the persistent, unpleasant odors.
