The third floor of this stone building is home to a rooftop terrace with a direct view of the Osaka Castle keep. The structure was built in nineteen thirty-one as the headquarters for the fourth division of the Imperial Japanese Army. It served as an air defense base during the second world war, when concrete walls shielded military officers from bombing raids. Today, it houses shops and restaurants, and the thick, grey facade stands as a relic of the city's military past.
