To build the fort you see today, the United States Army Corps of Engineers blasted away nearly that entire promontory, leveling the ground to just fifteen feet above the tide line. They did this during the gold rush era to place their cannons as close to the water as possible, ensuring that iron cannonballs could skip across the surface of the bay to strike enemy warships at their vulnerable waterline.
