Canal de l’Ourcq

Napoleon Bonaparte ordered the construction of the Canal de l’Ourcq in eighteen hundred and two to solve a desperate public health crisis. Paris was suffering from severe water shortages, and the city desperately needed a reliable way to bring fresh, clean water to its growing population. Funding for this massive engineering project was secured in part through a tax on wine, creating the historical oddity of the city literally turning wine into water.
