Seikatei features a low-slung, white wooden exterior with deep red window frames and a simple tiled roof. Built in eighteen eighty, this was the official guest house for the Kaitakushi, or Hokkaido Development Commission. It served as a place to host government officials and dignitaries arriving to oversee the island's industrial expansion. When the Emperor Meiji visited Sapporo in eighteen eighty-one, he stayed here, and the staff reportedly rushed to finish the interior decorations just hours before his arrival.
