The complex is a jagged puzzle of sandstone, zinc, and glass shards that refuses to form a single straight line. Before its completion in two thousand two, this site was a skeletal concrete deck covering railway tracks. When the city held a design competition, the winning proposal featured these irregular, angular frames intended to break the flow of the traditional grid. A local newspaper critic once dubbed it a collection of broken dinner plates, yet the structure persists as the city's main public stage.
