The Quai d'Orsay is the low-slung, yellow-ochre stone building that hugs the left bank of the Seine. It serves as the headquarters for the French Ministry for Europe and Foreign Affairs. When it was completed in eighteen fifty-five, it was intended to be a grand administrative palace for the Council of State. During the Paris Commune in eighteen seventy-one, fires gutted the interior, leaving the facade standing like a hollow shell while the government officials worked from makeshift offices elsewhere for decades.
