The Parc de la Turlure sits on the highest slope of Montmartre, marked by a rusted metal gate and a wide, tiered lawn that overlooks the city. It takes its name from a local windmill that stood here until the eighteen thirties, known as the Moulin de la Turlure. For decades, the space was nothing more than a scrap of jagged, uncultivated land. Marcel Bleustein-Blanchet, the founder of Publicis, eventually bought the lot and donated it to the city to save it from development.
