The massive concrete structure you see rising out of the water marks the site of one of the worst maritime tragedies in San Francisco history. In nineteen zero one, the passenger steamer City of Rio de Janeiro struck these hidden rocks in thick fog and sank in just eight minutes, claiming over one hundred lives. This disaster spurred the government to finally overcome the immense engineering challenges of building on such a small, wave-battered formation.
