Manchester City Council

The Manchester Town Hall extension features a striking bridge spanning high above the street, connecting the main building to this annex. Architect Vincent Harris designed the structure in the nineteen thirties to house the city’s expanding municipal departments. He chose a Portland stone facade to match the nearby Central Library. During the deep excavations for the foundation, workers uncovered a Roman altar dedicated to the goddess Fortuna, proving that the city's civic life occupied this exact patch of ground long before the council arrived.
