Balboa Park serves as the center of the Mission Terrace neighborhood, but for many decades, its development was stalled by an unlikely neighbor. From 1910 until 1934, the land that is now the park housed the Ingleside Jail complex. Because this correctional facility occupied such a large portion of the site, city improvement efforts were effectively frozen. It was only after the jail was removed that the area could finally be transformed into the recreational space that exists today.
