The Capitol Boulevard Building stands out because of its stark, buff-colored brick facade and the deeply recessed, dark windows that create a rhythmic, grid-like pattern across the face of the building. It was constructed in the nineteen fifties as the first modern state office building in Tennessee to replace cramped, aging quarters. Governor Frank Clement commissioned the structure to centralize government departments. Its clean lines signaled a shift toward professionalized state administration during a period of rapid growth in Nashville.
