The Palacio Nacional is a heavy stone fortress defined by its thick, fortress-like arches and grand interior courtyard. Designed by Belgian architect Charles Carré in the late nineteenth century, it served as the regional seat of justice for decades. Its elaborate stone masonry and classic style made it one of the most imposing buildings in the city. When the courts moved out in the nineteen eighties, the building fell into disrepair until it was converted into a sprawling retail mall for local vendors.
