The Quai Papacino frames the northern edge of the old port of Nice with a long, uniform row of tall, ochre-colored buildings. While most of the city feels like a medieval maze, this stretch follows the strict geometry of an eighteenth-century engineering project. King Charles Emmanuel the Third ordered the harbor expanded to compete with Marseille, and he mandated these exact facades to give the waterfront a sense of royal order. Merchants lived on the ground floors, with their warehouses right behind them.
