The State Parliament of North Rhine-Westphalia sits on the banks of the Rhine in a building shaped like a semi-circle. Its design features three interlocking rings that symbolize the democratic process. In the late nineteen eighties, the architect Fritz Eller specifically chose this site in the harbor area to connect the government with the city's working waterfront. During its construction, crews recovered thousands of old shipping crates and industrial debris from the riverbed to stabilize the soft, marshy ground beneath the foundation.
