Savannah City Hall sits at the edge of the Savannah River, topped by a bright copper dome coated in twenty-four karat gold leaf. This building replaced the old city exchange that stood here since seventeen ninety-nine. When the city chose to build a new headquarters in nineteen oh five, they kept the original foundation and some of the old brickwork. In nineteen eighty-seven, city officials uncovered a small, forgotten jail cell hidden behind a wall during a routine renovation project.
