Clark Hall features a distinctive flat roof and the weathered brick exterior common to the mid-century residential designs of Yamacraw Village. Built in the nineteen forties, the structure replaced some of Savannah's most dilapidated housing with low-income units intended to provide modern sanitation and stability for the city's Black residents. While the public housing project faced decades of social and economic challenges, the hall remains a physical record of the federal push to reshape urban living during the post-war era.
